DDOT began developing the concept plan in Fall 2003 and will finish the concept plan in Summer 2005. The planning process includes:

• Design Concept Plan that includes trail design concepts and trail alignment,
• Environmental Assessment to determine impacts to natural and cultural resources in National Park Service lands,
• Engineering concepts for major structures, lighting, drainage, and roadway crossings,
• Landscape concepts,
• Public Art Plan,
• Public outreach to involve stakeholders in the planning process.
